Today NOAA is announcing a new partnership with the Canadian Department of Fisheries and Oceans DFO to undertake greater cooperation in environmental management of the marine aquaculture sector and recognize possible regions for more regulatory coordination. The partnership is part of a larger initiative called the Regulatory Cooperation Council RCC, launched by  President Obama and Canadian Prime Minister Harper in 2011 to support smarter and more efficient approaches to guideline in the U. Big and small scale fishermen from all fleet sectors invest over the years in their enterprises depending on certain levels of access to the resource. As businesses, fishermen expect some stability as to the amount of resources they’ll get from year to year to support these investments. Most fisheries are completely subscribed and many have extra fishing capacity. It’s important that fishermen operate in a way that will be consistent with our vision of the fishery of the future, one that’s environmentally sustainable, inexpensively viable and self-reliant, resilient and self-adjusting. To support such a vision and supply the business with a stable operating environment, the Department wants to respect historical shares in allocating fish resource among the different fleets, except in Pacific salmon where the recreational sector is to get priority allocation over the commercial sector. He’s dedicated his life to British Columbia’s regional recreational fishing community and advocated for open access to freshwater and marine fisheries. Mr. Brookman holds a seat on the South Coast Sport Fishing Advisory Board also as on the major Board and is now the president of the Mill Bay Conservation Society – a group that enables a big run of Coho salmon from the Shawnigan Creek system.
